Lock out

Turn off the relevant installation or process, and block it against being turned back on by putting a padlock or other blocking mechanism in place

Tag Out

Attach a tag to the padlock or blocking mechanism to make it clear that this part of the installation has been isolated and rendered inoperative so that work can be carried out

General

The LOTOTO (Lock Out, Tag Out, Try Out) process is designed to protect people, installations and the environment from such hazards as the release of dangerous energy, or to prevent an installation from being turned on accidentally.

 

Removal

The blocking of an installation or process may only be lifted if:

EN:Those working on the equipment have finished their tasks
EN: Work permit(s) have been handed in
EN:  All personal padlocks have been removed from the lockout box
EN:  It has been verified that the work has been carried out correctly
EN:  It has been decided that the equipment may be turned back on

 

Types of safety padlocks

It is important that safety padlocks are the right size. If they are too large or too small, the locks might not fit the lockout boxes. The security locks used by Uniper are:

Personal safety padlock

Abus 35/60 

Intended for ensuring a system remains in a safe condition. More than one padlock per person can be used. Only 1 key fits each padlock.

Characteristics:

Departmental Safety Padlocks

Abus 35/60

Padlock or set of padlocks for securing installations and pipelines. Only 1 key fits each padlock or set of padlocks.

Lockout Box

Only safety officers may place the lockout box (mechanical, electrical and facility). The installation is made safe with the system padlocks. These padlocks belong to the lockout box, and have the same code. Lockout boxes have 12 or 24 system padlocks. There are only 2 system keys per lockout box. Both these keys are always kept in the lockout box.

 

Ensuring continuity during a personnel change (transfer of responsibility)

If there is a personnel change, both those responsible go to the Guard. The person leaving removes his or her personal lock, and the person taking over puts his or her personal lock in place.
